About

Tower or tower structure means a fixed, freestanding or guyed, uninhabitable structure, not designed as a shelter or to be occupied for any use.

Tower permit shall be submitted to the department and approved in accordance with the provisions of Chapter 28 - Article XVI.

What You Need

The City of Houston requires a tower permit for towers 60’ or higher located in the City limits, prior to obtaining a building permit.

Although Houston has no zoning, we do regulate towers according to Chapter 28 Article XVI requirements.

Apply in Person

Apply in person at the Planning and Development Department located at 611 Walker, 6th Floor, Houston, 77002.

An appointment is normally required. To schedule an appointment, contact 832-393-6600. Application appointments are often scheduled on Mondays from 10:15 a.m. - 11:00 a.m.

What You Need

A complete set of plans including a civil or architectural drawn site plan. (Paper or Electronic)

Submit Plans Online

Once approved by the Tower Commission, submit complete set of plans for building permit:

  1. Log in or create an iPermits account at: https://www.hpceservices.org/
  2. Complete building permit application
  3. Pay plan review fee(s)
  4. Receive email invitation to upload plans
  5. Log into ProjectDox portal and upload plan set into the appropriate folders.
  6. Complete the assigned task to notify the City the plan set is ready for review.
Submit Plans in Person
  1. Apply in person at the Planning and Development Department located at 611 Walker, 6th Floor, Houston, 77002, normally by appointment.
  2. Once approved by Tower Commission, submit documents and plans for building permit at the Permits Office located on the first floor at 1002 Washington Avenue, Houston, TX 77002.
  3. Plans will be routed to the Planning Department.
  4. Applicant will be notified when plans are ready for pickup.
  5. Re-submittals are accepted at the window on the 3rd floor.
