Critical facility addition include the square footage addition to an existing commercial building. This includes the footprint addition to an existing structure.

After Approval

Applicant must pay for permit prior to construction. Permit must be kept on premises in public view, facing the right of way. Pre-construction, pre-fill (if introducing additional fill on site), 2nd elevation certificate, 3rd elevation certificate and final inspections are conducted.

Conditions and Exceptions

1. Floodplain development permit is not complete until signed,

2. Violations of the permit will be subject to citations as provided per Chapter 19 of the Code of Ordinances.

3. Fees may vary depending on acreage size and if the parcel is located in a conveyance zone or the floodway.

Plan Review What you need

1. Project Cost Estimate, signed, notarized OR sealed by licensed Engineer or Architect (if located in Zone A, AO, or Zone AE) w/HCAD summary or private appraisal,

2. Mitigation Plan,

3. Elevation Certificate based on construction drawings ,

4. Dimensioned elevation plan sheet,

5. Conveyance Analysis (if property lies in conveyance zone),

6. Topographic survey

1. Upload all required documents and drawings

2. Mark complete the assigned task.

Pre-development meeting with Floodplain plan reviewer if scope of work is located in the floodway

Inspection What you need

1. Pre-Construction Inspection: a. A copy of the approved plans and permit onsite. 2. Pre-Fill Inspection: a. A copy of the approved plans onsite b. A completed Pre-Fill Mitigation Certificate. May require: a pre-fill topographical survey and/or evidence of spoils removal and placement outside of the floodplain. 3. 2nd Elevation Certificate Inspection: a. A copy of the approved plans onsite. b. A correct, completed original Elevation Certificate marked “Building Under Construction” in section C1 of the certificate. 4. 3rd Elevation Certificate Inspection: a. A copy of the approved plans onsite. b. A correct, completed original Elevation Certificate marked “Finished Construction” in section C1 of the certificate. 5. Site work Final Inspection: a. A copy of the approved plans onsite May require: As-Built Survey, As-Built Mitigation Plan/Calculations, evidence of spoils removal and placement outside of the floodplain. 6. Final Floodplain Inspection: a. A copy of the approved plans onsite. May require: Flood Proofing Certificate.
