It shall be unlawful to build, erect, alter, or make major repairs to any pier on or in the lake unless a construction permit has been issued by the public works official.Pier means any platform or structure in or adjoining the water to which vessels may be moored, from which vessels may be boarded, or on which persons may walk or sit, and includes, but is not limited to any wharf, boat dock, boat house, or gangway. Commercial pier means a pier that is used for mooring of vessels for money or other consideration, including, but not limited to, any of the following: vessel livery; commercial fishing camp; public beach; camping area; private club; and homeowners' association. The term also includes any pier to be used for the mooring of more than two vessels that require licenses under this chapter.
An annual pier license is required.
It shall be unlawful to construct, own, use, maintain, or occupy more than one pier for each residential lot that borders the lake.
(1) A complete application. (2) Proof of insurance, if required; (3) Financial assurance, if required; (4) All applicable fees; (5) Copies of applicable state and federal permits, licenses and authorizations; (6) Plans, specifications and such other documents, as applicable; and (7) A copy of any approvals obtained from the Parks director and the City Council, if required.
Bring the application and supporting documents to the Lake Houston Office, located at 22627 W. Shorewood Loop Dr., Huffman, TX 77336. Once plans are approved by the Lake Houston Office, they are routed to the Kingwood Office to complete the permitting. Pay for permits online.
An application for a construction permit for a pier must include a plat showing the property lines, the layout of the pier, the designated dockage spaces, and their numbers. Each applicant for a commercial pier construction permit must show on the plan the number of dockage spaces and the total square feet that the applicant intends to offer for rent in the permit year.

All piers and adjacent premises are subject to inspection at any time by the public works official and the health officer to ensure the piers and premises comply with all applicable sanitary and structural requirements. All commercial piers and adjacent premises are also subject to inspection and re-inspection at any time by the parks official to ensure compliance with rules, regulations and permit requirements promulgated by the parks director.
